Advance Refunding is a method for municipal authorities to issue bonds to pay
off outstanding bond issues prior to the first call date. The proceeds are
usually invested in Government securities which are placed in escrow until the
call date of the existing issue when they are retired. This is primarily used to
lower the interest cost for an issuer.
